California

California boasts one of the largest populations of ELLs in our nation. Its SEA, the California Department of Education, states that 40% of its student population speaks a language other than English and represent over 100 different languages. In addition, over 25% of its total student population is English learners. Further information about the state's EL population is available through Facts About English Learners in California.

The California Department of Education provides educators with a policy and procedure document that covers a range of regulatory information including the identification, annually assess, and reclassification, and monitor process of English learners as well as the English learners with disabilities and the rights of parents of English learners.

Laws & Regulations

The laws and regulations governing the education of ELLs are referenced in the California Educational Code as:

  • Title 1, Division 1, Part 1, Chapter 3 and Chapter 5
  • Part 11, Chapter 4.6

ELL Identification

EL Identification is determined through the use of a home language survey and the CELDT.

Bay Area Coalition for Equitable Schools

The Bay Area Coalition for Equitable Schools (BayCES), is a nonprofit organization that assists schools, school districts, and community groups in the work of creating or redesigning schools to elevate overall achievement. The BayCES mission is to dramatically improve educational outcomes and life options for students and families who have been historically underserved by their schools and districts. BayCES is a network of equitable, high performing, small public schools.

California and Nevada TESOL

CATESOL, which represents teachers of English language learners throughout California and Nevada, promotes excellence in education for English-language learners and a high-quality professional environment for their teachers.

California Association of Bilingual Education

The California Association for Bilingual Education (CABE) is a non-profit organization incorporated in 1976 to promote bilingual education and quality educational experiences for all students in California.

California Federation of Teachers

As the statewide affiliate of the American Federation of Teachers, the CFT represents faculty and other school employees in public and private schools and colleges, from early childhood through higher education.

California Healthy Kids Resource Center (CHKRC)

The California Healthy Kids Resource Center (CHKRC) maintains a comprehensive collection of health education materials for professionals who work with preschool through 12th grade students in school settings and after-school programs.

California State Parent Information Resource Centers (Modesto, CA)

Project CAL-PIRC supports Parent Information Resource Center Hubs in three regions of the State which provide services to immigrant parents, including Russian (Northern California), Hispanic and Hmong (Central Valley) and Hispanic (Inland Empire, Southern California) families.

California Teachers Association is a National Education Association State Affiliate that regularly lobbies legislators for the resources schools need, campaigns for higher professional standards for the teaching profession, and files legal actions to protect academic freedom and the rights of school employees.

Korean American Coalition

KAC is a national nonprofit community service, education and advocacy organization established in 1983 to facilitate the Korean American community's effective participation in civic, legislative, political and community affairs. The first chapter was founded in Los Angeles.

Policy Analysis for California Education

PACE is an independent research center that aims to enrich education policy debates with sound analysis and hard evidence. Public Policy Institute of California

PPIC is a private, nonprofit organization dedicated to improving public policy in California through independent, objective, nonpartisan research. PPIC examines a number of issues, including education and immigration.
