As of the 2007-2008 school year, South Dakota's schools were home to more than 4,100 English language learners (ELLs), which marks a 45% decrease from the 1997-1998 school year (NCELA, 2010). The top five languages or language groups spoken by ELLs in South Dakota are German, Spanish, Arabic, Russian, and Chinese (EPE, 2009).
South Dakota is a member of WIDA (World-Class Instructional Design and Assessment), joining in 2008. WIDA is a consortium of states dedicated to the design and implementation of high standards and equitable educational opportunities for English language learners which offers states programming for identifying and annually assessing the English language development of its English learners.

Regarding the selection of instructional programs, the state provides the following guidance:
"Q: Do LEAs and SEAs have the authority to select which language instruction educational program to implement?
A: An LEA may select one or more methods of instruction – consistent with the requirements of State law – to be used in assisting LEP students to attain English proficiency and meet State content and student academic achievement standards. However, the language instruction curriculum used must be tied to scientifically based research on teaching LEP students and must have demonstrated effectiveness." (General FAQs About Title III*)
