This report details how increased participation in pre-K programs would benefit ELL students, especially Hispanic ELLs. It has an extensive set of recommendations for a number of different types of policymakers. The report also contains a demographic profile of young Hispanic children, a report on Hispanic educational performance patterns, and some strategies to accelerate progress for ELLs.
